Formation of State Football Players Association (SFPA) – Registration Open for Eligible Footballers in Madhya Pradesh

The Madhya Pradesh Football Association (MPFA) has announced the formation of the State Football Players Association (SFPA) in compliance with the National Sports Governance Act, 2025 (NSGA 2025) and the National Sports Governance (National Sports Bodies) Rules, 2026.

The SFPA will serve as the official representative body of football players across Madhya Pradesh and will play a significant role in the governance of football within the state.


Why is SFPA Being Formed?

As mandated under the National Sports Governance Act, 2025, every recognized sports association is required to establish an Athletes Committee.

Accordingly, MPFA is constituting the State Football Players Association (SFPA), which will:

  • Represent football players across Madhya Pradesh.
  • Elect two representatives to the MPFA Executive Committee.
  • Ensure that at least one elected representative is a woman.
  • Function in accordance with the NSGA 2025, MPFA Statutes, AIFF Statutes, and FIFA/AFC Statutes.

Representation in MPFA Constitution 2026

Executive Committee

  • Two representatives elected by SFPA.
  • At least one representative must be a woman.
  • Two Sportspersons of Outstanding Merit (SOM).
  • At least one SOM must be a woman.

General Council

  • Minimum four Sportspersons of Outstanding Merit (SOM).
  • At least two women representatives.

Who Can Become a Member of SFPA?

Eligibility Criteria

  • Age: 25 to 70 years.
  • Sports Status: Active or retired football player.
  • Representation: Must have represented MPFA in an official men’s or women’s competition at least once.
  • Affiliation: Registered with an affiliated District Football Association (DFA).
  • Disciplinary Status: Must not be serving any suspension or ban.
  • Criminal Record: Must not have been convicted of any criminal offence.

Note: Retired football players recognized as Sportspersons of Outstanding Merit (SOM) are also eligible.


Who is Not Eligible?

  • Current office bearers of District Football Associations (DFAs).
  • Office and support staff.
  • Referees.
  • Player agents.
  • Anyone having a conflict of interest.

Age Proof (Any One)

  • Aadhaar Card
  • Passport
  • Birth Certificate
  • 10th Pass Certificate (with Date of Birth)

Performance Proof

  • MPFA Selection Letter
  • Participation Certificate
  • Accreditation Card

Additional Document

  • Self-declaration of retirement (where applicable)

Formation of Electoral Roll

  1. MPFA will prepare a list of eligible players and Sportspersons of Outstanding Merit (SOM) from affiliated District Football Associations.
  2. The list will be verified by MPFA.
  3. The verified list will be submitted to the National Sports Election Panel (NSEP).
  4. NSEP will oversee the election process to ensure free and fair elections.

Constitution of the SFPA Committee

Committee Structure

  • Chairman
  • Deputy Chairman (at least one woman)
  • Secretary
  • Treasurer (at least one woman)

Tenure

  • Four-year term.
  • Maximum three terms (12 years) during a lifetime.

The SFPA Committee shall frame its rules and regulations, which will be submitted to MPFA for ratification.


Registration Process

Eligible active and retired footballers are requested to register themselves as members of the State Football Players Association.

  • Submit the application by post.

Eligible footballers are encouraged to complete their registration before 31 August 2026.
